| Summary, etc | RESUMEN El Sistema General de Regalías (en adelante SGR), es entendido como la estructura que se compone de ingresos, asignaciones, procedimientos y órganos, que tienen como objetivo la distribución, administración, ejecución y control de la contraprestación de carácter económico derivada de la explotación de recursos naturales no renovables. Sobre estos predicamentos, en el ordenamiento jurídico colombiano, se precisa como fin del SGR, la inclusión, participación y desarrollo integral de las comunidades étnicas, a través de la destinación de un porcentaje de los recursos que generan las regalías, para con ello, financiar proyectos que promuevan el desarrollo de estos grupos. De forma correlativa, se avizora el concepto de "enfoque diferencial étnico", el cual atiende precisamente, a que el Estado debe garantizar efectivamente la salvaguarda de las creencias y planes de vida de esta población que se encuentra en una situación especial. En este orden, los recursos destinados adquieren un papel protagónico, por cuanto son generadores de oportunidades,-progreso y desarrollo de la comunidad, aspectos que son agrupados bajo la terminología de etnodesarrollo |
